Hey, after doing a research, I found a method to SE Hp monitors ! Hope you like it !

2. Fill out all the info with a product number and a serial of the monitor. Choose to contact either by livechat or phone.
3. Create a story on why your monitor is not working. It works best if you say that the monitor will not power on. They might ask you to troubleshoot with a different computer and different cord/outlet. Tell them you tried all of that already.
4. They may ask if the power light turns on or if the adapter gets warm. Say that the adapter warms up (it is supplying power) but the power light doesn't turn on.
5. They should eventually authorize a replacement, you will need to request an advanced replacement (give them some excuse-you are a video editor/graphic designer and need it for work).
6. If they approve an advanced replacement you will need a VCC. Depending on the rep it will either need $1 or more. Some reps say that you have to pay for an advanced replacement. I was able to talk one of them down to $15 for 3 day shipping, you might be able to talk them out of paying at all or hopefully you get a rep who doesn't make you pay. No matter what they will probably ask for a VCC in case you don't return the old one.
7. With any luck you will get a replacement. HP has started billing I have heard but that may just be rumors. They used to not require a VCC so they are getting stricter. [/hide]
